IEEE is upgrading, adding RSS feeds for tables of contents and adding some non-indexed materials in their entirety (reviews, editorials) to the database. To accomplish that, the database will be down on November 15th, from 9-11am. Occasionally these downtimes go a bit long, so you may want to plan your IEEE searching for the afternoon!
